Sheffield Wednesday Confronts Serious Challenges, States Football Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

The Championship club's current difficulties are seen as a "major concern" and the independent regulator is looking to gain the ability to examine team situations in such situations, its new chair the regulator has announced.

Through a comprehensive talk, the regulator, who was appointed on Monday, voiced concern towards supporters of the Owls.

The chairman convened with four fan organizations associated with the football team recently.

The team have been facing challenges both on and off the pitch in the current year, with the club delaying salary disbursements on several different times, including in September.

"Obviously the club has become a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"Wednesday stands as one of the great brands for the English game and this week we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will permit us to bring Wednesday and comparable cases referred to us if they warrant scrutiny and acted upon."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner the current owner suggested earlier this year he would be prepared to relinquish control at the stadium, but he has failed to complete a sale with prospective buyers.

Failure to pay player wages on time in spring months resulted in restrictions being imposed by the English Football League (EFL) in summer, stopping Wednesday from completing any player acquisitions for the next three transfer windows, although that restriction was lifted in late summer.

Authority's Position

The regulator explained: "The job [of the regulator] is there for the supporters of Wednesday, Bury or any football club where supporters are loyal to a community organization that has represented their community in many cases.

"I completely understand Sheffield Wednesday, as I do for every team that in modern times have encountered failure, or nearly ceased operations, for causes separate from the fans themselves."

When asked if the oversight body could require an chairman to relinquish a club if they are considered unfit, the regulator answered: "When asking whether 'would we intervene in the final instance?', the response would be once we collect the information and know what's going on, we will."

But the chairman emphasized that forcing owners to sell clubs would be viewed as the ultimate measure and the oversight body would choose to cooperate with proprietors.

"The last thing what we want to do is start getting involved with an individual club, an specific proprietor, without being in a position to cooperate with that owner to try and resolve the issues that the club's facing and the proprietor's dealing with," the chairman stated.

"But the truth is, when you examine the past of the sport, over the past few decades there have been certain proprietors, not many, but some who have been irresponsible in the approach they have taken toward their organizations and finally don't wish to take responsibility for the coming years."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to detail the scope of the regulator on Wednesday and maintained it represented a "progressive gathering" with a "high level of engagement" from the National League to the Premier League.

"The role holds considerable importance, because should mistakes occur, if the football community fails, the extraordinary progress that's been made could disappear incredibly quickly," Kogan said.

"And that's what nobody wants in the context of the English game is a substantial accomplishment - we've got to keep it going.

"There's an enormous amount of money entering the sport and has been invested for the past two decades, because there are no assurances it will continue to come into football, which is one of the reasons why I think we have to take a really clear view on potential dangers and naturally, of the coming seasons."

Premier League Concerns

Top flight officials resisted the establishment of an oversight body because of concerns about detrimental effects on the top-flight's competitiveness, but the regulator stated: "I fully support the prosperity and expansion as an financial organization of the elite league.

"I of all people understand the concern of undermining the Premier League as a premium product of the nation. But at the same time, if you talk to the Premier League after the recent gathering, they would have had a substantial amount of confidence -and, actually, they have been informing us confidentially they have a significant confidence."

Political Connections

Kogan is still facing a "full inquiry" by the official appointments authority after he disclosed making donations to the opposition group in 2020.

The official donated money to Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the government leader.

"I have fully disclosed my past party membership [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I am no longer involved in any form of political activity."
